The review was announced in July last year, and aimed to assess the state of football in north-west Victoria.
AFL Wimmera Mallee, Central Victoria and Central Murray commissions are conducting the review.
The groups announced preliminary recommendations from the review on Monday.
The major recommendation of the review was the disbandment of the Mallee league at the end of the 2015 season.
The remaining five clubs in the league would be dispersed to other leagues, with a recommendation for the Southern Mallee Giants to join the Horsham District Football Netball League.
Under the proposal, Ouyen United and Walpeup-Underbool would merge and join the Sunraysia Football Netball League, and Sea Lake-Nandaly Tigers and Woomelang-Lascelles would amalgamate to compete in the Central Murray Football Netball League.
The report did not recommend widespread change outside the Mallee league until next year, when the AFL Victoria Equalisation Program is implemented.
The equalisation program will see a player points system, salary cap, or combination of both introduced on a trial basis in some leagues across the state next year.
AFL Victoria will monitor the effectiveness of the system before recommending further changes.
All clubs and stakeholders affected by the north-west review now have until May 29 to submit feedback on the preliminary report.
The feedback will be taken into consideration by AFL Victoria Country, with a final report due on June 30.
