Hoddle Street's promised $60 million congestion fix, pledged by Daniel Andrews in opposition, will have to wait a few more years yet, after his government set aside less than $2 million for a study in this year's state budget.
But there will be more lanes built for the Metropolitan Ring Road, and a major bridge used by thousands of trucks in Melbourne's west will be strengthened, as part of the key roads initiatives.
And a new, and long-promised bridge will be built over the Yarra River at the Chandler Highway in Kew and Alphington.
"Chandler Highway Bridge is a nightmare and the Western Ring Road isn't wide enough - they need to be fixed," said Roads Minister Luke Donnellan.
Just $1.8 million will be dedicated in the budget to figure out how to "streamline" Hoddle Street. In its pre-election Labor's Financial Statement, released three days ahead of November's 2014 state election, it promised $60 million to "streamline" Hoddle Street.
But the government has set aside $40 million to work on the ring road project this financial year, part of $150 million in spending on it.
The budget also allocates $16 million this financial year for widening Footscray's Whitehall Street, and strengthening and widening the nearby Shepherd Bridge, used by trucks, cars and cyclists.
Transurban's $5.5 billion plan to build a new tunnel and elevated toll road in Melbourne's west is acknowledged as being set to move to being fully backed by the government.
And Labor's long-promised plan to build a new road at the Chandler Highway, between Alphington and Kew, has been funded - but only $2 million will be spent this year.
The road project will see a new six-lane bridge built over the Yarra River to replace the existing crossing.
This bridge will be retained for use as a shared bicycle and pedestrian bridge.
The new bridge is timed to open in 2018, an election year.
One project Labor promised in the election, in the marginal seat of Eltham, was upgrading Bolton Street.
The budget commits just $300,000 to planning the road upgrade in Eltham, and pledges more money in future budgets.
But it does invest $90 million for a package of projects to reduce congestion and make the city's roads run better.
This includes installing and trialling smart signalling at key intersections, and a plan to upgrade the congested Swan Street bridge over the Yarra River near the Royal Botanical Gardens.
There will also be $20 million to commence the duplication of two congested sections Thompsons Road in Cranbourne. The government estimates that 24,000 vehicles use these sections of road every day.
