The extra money from Planning Minister Richard Wynne is included in Labor's first budget, which also included $1 million for a dedicated trust to help establish better planning controls to preserve the 240-kilometre-long Yarra River.

The government, Mr Wynne said, "is getting on with clearing the backlog of planning applications left" by the previous government.

There was also $12 million for a new safe harbour in Portarlington, with $6 million of it to be spent this financial year. Geelong's Simonds Stadium will get $70 million, to increase its capacity to 36,000 spectators, while $25 million will go to redeveloping the Junction Oval as a home for Victorian cricket.

The promised E-Gate project next to Docklands will also take a long-awaited step towards completion, with $1.5 million pledged for "relocation" of the rail operators who have yards there.

Councils on the outskirts of Melbourne that cover both metropolitan and rural areas will get access to a new $50 million "Interface Infrastructure Fund" that will help improve local services.

Whittlesea mayor Ricky Kirkham​, who represents a group of councils on Melbourne's outer boundaries, said the fund would help pay for important projects such as sports, childcare and community centres.

The budget also promises to expand the Melbourne Convention and Exhibition Centre, with a press release from the government saying it would cost up to $210 million. But there was no commitment made to the project in the budget, which said only that funding "has been set aside".

Treasurer Tim Pallas said he "took exception" to a question on Tuesday over why it was taking so long to get on with delivering major infrastructure projects for Victoria. He said the government would not be rushed into projects and deliver substandard results.

"We said we would deliver them and we will absolutely will do that, but these projects do require care in their planning and their execution," Mr Pallas said.
