The pair were caught on CCTV driving a stolen getaway car after stealing clothing from a sports store in Horsham on Wednesday afternoon.
Police believe the boy involved could be as young as 11.
The car they were seen driving, a grey 2009 Mitsubishi Lancer sedan, was reported stolen from a nearby street on Tuesday.
The same car was also spotted fleeing an attempted burglary at a farm in Rokewood, south of Ballarat, on the same day.
Police have released CCTV images of a man they wish to speak to.
He is described as Caucasian, aged in his late 20s to early 30s, and about 180 centimetres tall, with a thin build and tattoos on his right upper arm.
Police would also like to speak to his sidekick, a boy aged between 11-14 years old, and about 165cm tall with a thin build and dark collar-length hair.
Investigators are searching for the stolen Mitsubishi with registration number YYY-464.
