HORSHAM Rural City Council has had a second pre-lodgment meeting with Iluka Resources, as the company prepares to submit its plan to council to continue dumping mineral sands tailings at Douglas.

Council planning and economic director Tony Bawden said Wednesday’s meeting focused on a requirement of Iluka to submit a work approval to the Environment Protection Authority Victoria and a planning permit to council.
‘‘Essentially, the work approval part will be informative for council in considering the environmental aspects of the proposal,’’ he said.
‘‘Similarly, the community input and submissions will also inform both the EPA and ourselves in the consideration of our proposal.’’
Mr Bawden said the work approval would include information about low-level radioactive waste contained in the mining by-products.
He said through the consultation process, the public would have the chance to view all material submitted by Iluka.
‘‘One of the key matters we talked about was the consultation process with the public,’’ he said.
‘‘Council requires a robust consultation program which Iluka has proposed.
‘‘It’s similar to that which it had proposed under its previous proposal for a planning scheme amendment.
‘‘The community will have the opportunity to make comment and seek information on the final application that we receive for the planning permit, and the work approval.’’
Mr Bawden said Iluka was keen to move forward and it was important the company provided as much information as possible.
‘‘The important part of the meeting was about informing Iluka what we expect to accompany its application,’’ he said.
