Police from several stations, including Horsham and Dimboola, executed the warrant at a McDonald Street property about 9am.
Investigators seized what was believed to be nine mature cannabis plants, a quantity of dried cannabis and fireworks.
The man, 59, was charged with cultivating cannabis and various associated offences.
He has been bailed to appear in Horsham Magistrate's Court on August 5.
Senior Sergeant Dave Ellis said police were keen to speak with anyone who had further information about illegal activity in the area.
“If there are people in the local community who have information then we encourage them to come forward,” he said.
“Information can also be provided anonymously via Crime Stoppers and people should be reassured that police will take action.”
Police urged anyone with information to call Crime Stoppers on 1800 333 000 or to make a confidential report at www.crimestoppersvic.com.au.
