The company was established to manage fundraising activities for the new Horsham Town Hall and performing arts centre.
Cr Phelan’s term was due to end on August 11. Councillors voted to reinstate him as a board member.
Crs Mark Radford and Pam Clarke are also company directors.
Cr Phelan will serve as director for two years.
Horsham Performing Arts officially formed in 2010.
