Horsham Inspector Rebecca Olsen said a green Ford sedan lost control and crashed into a power pole on Shirley Street about 11.45pm.
She said the crash caused a large explosion and a power blackout in the area.
Powercor spokesman Drew Douglas said about 3000 customers were left without power after the crash.
He said the power pole had to be replaced, which took several hours.
Power was restored to all but one residence by 7.45am on Friday.
Mrs Olsen said the car occupants were yet to be identified.
She urged any witnesses to call Horsham police on 5382 9200.
