Mr Ashton on Wednesday morning welcomed a $49.4 million boost to police counter-terrorism from the state government saying it came at a very important time.

"This is an area that has been stretching us now for a while. There have been more and more people in the area of counter-terrorism that we have had to have concerns about," Mr Ashton said.

"It continues to grow at an increasing rate."

The focus of threats in Victoria had been on "lone-actor attacks" and on home-grown terrorists.

"[But] the recent events in Europe demonstrate more complex plots again becoming more prominent and that obviously adds to the complexity of the threat Victoria police have to manage and deal with."

Mr Ashton said police had prevented numerous attacks in recent years.

There has also been an increase to the number of calls to the national security hotline, which require thorough investigation by authorities.

"This is a decision that comes with a degree of optimism about continuing to live our lives in the best state in the country," Mr Ashton said.

The major funding boost from the state government was already being developed before the attacks on Paris early this month.

Premier Daniel Andrews on Wednesday morning announced that Victoria Police would hire 88 counter-terrorism experts, including 40 dedicated sworn officers, as part of a $49 million package to boost Victoria's anti-terror capability.

Civilian staff will be part of the counter-terrorism team, including interpreters and data analysts.

The funds are immediately available for police.

"This is exactly the resource boost that Victoria Police sought; we've given it to them. This is not a cost, this is an investment in a safer Victoria and I'm very, very confident that this means our counter-terrorism capability will be second to none," Mr Andrews said.

Under the major reinforcements push, intelligence experts and forensic analysts would be hired with funding also used to buy new equipment to support the Counter Terrorism Command.

Mr Andrews said the funding would increase the level of investigation and prevention, including monitoring of social media.

"These threats are real. Recent events in Paris and in other parts of the world show that we can never be complacent when it comes to the threat of violent extremists," he said.

"We will not be defeated by this challenge."
