Melbourne Polytechnic closed the former psychiatric hospital amid safety concerns in October.
“I am frustrated it is taking this long and we haven’t seen a resolution to this matter sooner,” Cr Hooper said.
“I, along with our tour, accommodation and hospitality providers are waiting with bated breath for an outcome that will see this facility reopened.”
Cr Hooper said council has done everything it could to ensure a positive result.
Melbourne Polytechnic spokeswoman Anita Coia said the organisation has just completed a fire engineer's inspection of the buildings, but has been asked to provide further information.
“We expect the final report will be ready in about two weeks,” she said.
“We will be proactive in communicating and working with our stakeholders as we work through this process, and we will provide a further update as soon as we can."
