Sports Minister and Member for Lowan Hugh Delahunty announced on Friday the State Government would contribute funding to the Coughlin Park Community Centre plan.
The plan will identify the community's need for a new multipurpose facility and the best location and will also determine costs and business plans.
Mr Delahunty said facilities at the park were below par and a new community building would help to increase participation for user groups and improve access.
"Coughlin Park is a very important facility for sport and recreation in Horsham," he said.
"However, there are limited facilities for people with a disability to operate out of there and I believe there are also sub-standard facilities in terms of the showers and toilets.
"A new facility would provide a training and education facility for community groups.
"It will also provide a community function centre to cater for events such as weddings and parties, provide a physical activity centre and create better facilities for community service groups to utilise in times of emergency."
The Coughlin Park Committee of Management will also contribute money to the project and user groups will provide in-kind support.
The project is expected to be complete by April next year.
Mr Delahunty also announced the government would contribute $30,000 to implement and evaluate the Wimmera Southern Mallee regional strategic plan.
The plan identifies regional priorities and provides a platform for partnerships between the community and federal and state governments.
Mr Delahunty said it also identified challenges that would be best managed on a regional scale and outlined strategic directions.
Wimmera Development Association is responsible for implementing the plan.
"The plan was developed a couple of years ago and involves six councils," Mr Delahunty said.
"This will allow for the future development of our region and what is needed in the areas such as education and land use planning.
"It also looks at natural resources."
The project is expected to be completed in July next year.
