This comes after a litter of young kittens was found dumped on the side of the road in Horsham last week.
Horsham PAWS treasurer and pet co-ordinator Penny Stemp said kitten season had seen an influx of cats and kittens taken into the group's foster program.
"There was a litter of five kittens dumped in a box beside a bin near May Park," she said.
"It's very disappointing.
"It it had been a hot day it could have ended quite nasty for those kittens."
Mrs Stemp said the litter was about five weeks old - not old enough to be without their mother - and flea infested.
She said there had also been many other cat surrenders in the area.
"Some people found a mother and five kittens under their house," she said.
"Another kitten was found in a wall cavity at Longerenong."
Mrs Stemp said there were about 38 cats and kittens currently in the Horsham PAWS foster program - a large number even for kitten season.
She said the oldest cat in the program was six and the youngest five-weeks-old.
"It's certainly a lot of cats," she said.
"We've been getting them from everywhere."
She said the group expected to see more kittens come through the program in the coming weeks.
"Kitten season is not quite over yet," she said.
"We'll be busy right up until Christmas."
Mrs Stemp said although the group hoped to re-home every cat, each one needed to go to the right home.
She said although Christmas was fast approaching, it was important not to take in a cat on a whim.
"We want people to carefully consider if getting a cat is the right thing for them," she said.
Mrs Stemp urged people to surrender cats in a human way.
"Don't dump your cats," she said.
"If you can't or don't want to find a home yourself take them to the pound - ring the rangers."
She also urged cat owners to de-sex their pets to prevent any unwanted kittens.
