Horsham Rural City Council took over the site from Kane Constructions this week.
The centre is home to the original town hall, Horsham Regional Art Gallery, and a new 500-seat theatre.
The $19.6-million redevelopment started in January last year, with the first sod turned to start construction in February 2014.
The Mail-Times had a walk-through tour of the new centre on Tuesday with art gallery director Adam Harding.

Mr Harding said gallery staff would be able to start hanging and installing works in the new year.
The new centre will allow more room to display the gallery’s permanent collections.
Mr Harding said it was exciting to be in the new building. He said people would be amazed with the original town hall.
“The mint green on every surface has been replaced with new autumnal tones,” he said. “The paintwork is amazing.
“About 23 different colours have been used in the hall.”
The centre includes a box office, bar, community kitchen, and education spaces.
The first staged theatre show in the new centre will be Horsham Arts Council’s 50th anniversary spectacular between February 5 and 13.
The hall will officially open on February 12.
