Sex Party MP Fiona Patten is introducing a bill to Victoria's state parliament which she hopes will lift restrictions on ride-sharing services such as UberX.

The party's only representative in parliament, Fiona Patten, has announced that she plans to introduce the Regulation of Ridesharing Bill 2016 to "establish a system for regulation, accreditation and administration of ride-sharing services across the state".

Details of the bill — which will be introduced in the Upper House on Thursday — have not yet been made public.

It is understood Transportation Minister Jacinta Allan was meeting Ms Patten on Tuesday afternoon to discuss the proposal.

Uber's app prompted users to Tweet their support of Ms Patten's bill on Tuesday, through a pop-up screen titled "VIC needs Uber".

"Fiona Patten is introducing a Bill in the Parliament to regulate ridesharing. Tweet Your Support!" the app states with a button taking users straight to their Twitter account.

Meanwhile, Uber has submitted its own draft of potential regulations to the Victorian government, and suggested Uber pay just a $1000-per-year accreditation fee and drivers pay no accreditation or licence fee at all.

It recently sent Transportation Minister Jactina Allan a copy of a document called Transport (Compliance and Miscellaneous) (Ridesharing) Regulations 2016 drafted by Uber's own lawyers, suggesting it "could be enacted immediately".

Director of public policy at Uber, Brad Kitschke, said the document was designed to demonstrate how UberX could be legalised in Victoria without introducing new legislation.

"It could be done under the existing regulations. It could be done tomorrow," Mr Kitschke said.

Meanwhile Ms Allen told Fairfax Media that "multinational companies don't get to legislate on behalf of their shareholders -- Governments legislate in the interests of the public".

"Ride share services raise a range of complex and inter-related issues regarding passenger safety, accessibility, and equity for existing industry participants."

Meanwhile, the Uber-drafted regulations would see it paying a $5000 accreditation fee, renewable every five years. Drivers would not pay any licence fees. The draft regulation provides for other ride sharing services to be accredited for $1000 every five years, rising to $5000 once more than 100 vehicles started using ridesharing service.

Annual taxi licenses from the state cost $22,700. But most taxis are using a perpetual licence, which costs about $23,280

If adopted without any changes, Uber's regulations would see it accredited as a "ridesharing support entity" that only controls a digital network, not vehicles or drivers. These entities would not have to pay any additional taxes, levies or surcharges or be subject to any other state regulations.

Drivers would have to go through a police check and register with the Taxi Service Commisson, but would not have to hold additional insurance beyond compulsory third party insurance, as long as the ridesharing support entity provides a $5 million accident cover.

To date the UberX service remains illegal in Victoria because drivers do not have licences to operate as taxi cabs or hire cars, as currently required by state regulations.

Uber has argued in court cases that it was not providing taxi services, but facilitating a way for passengers and drivers to find each other.

"The Andrews Government has taken far too long to act on regulating ride sharing," Ms Patten said in a statement.

"While other states and territories have been able to tackle this issue, whether in a regulatory or legislative environment, Victoria seems incapable of doing so.

"Services like Uber are part of our new sharing economy and they aren't going away.

"Roundtables and endless discussions don't seem to have provided a solution to how we move forward with services like Uber.

"This means more uncertainty for the public and more uncertainty for both ride sharing and taxi drivers alike.

"We need to create the guidelines for a fair and safe system."

Late last year, UberX driver called Nathan Brenner was found guilty of operating a hire car without a licence, but has appealed that ruling.

Mr Brenner was the first of several UberX drivers caught in a sting by the Taxi Services Commission, and the outcome of his case was likely to set a precedent for all UberX drivers.
