The policies include that Mayor Heather Phillips cannot use the mobile phone provided for the mayor’s role, and councillors cannot use any council supplies or information.
Councils are required to have caretaker arrangements under the Local Government Act.
Council’s previous caretaker policy took effect in July 2012.
Council has updated the policy to reflect changes to the act, which focus on preventing inappropriate decisions and resource misuse, limiting public consultation, and access to council information.
The policy will take effect on September 20 and apply until election day on October 22.
