The rally follows mounting speculation that Premier Daniel Andrews has struck a "secret deal" with the union that hands over significant control of Country Fire Authority operations.
Union secretary Peter Marshall last week met with Mr Andrews to discuss the bitter year-long dispute over professional firefighters' pay and conditions.
On Friday Treasurer Tim Pallas denied the government was divided and said everyone was working towards resolving the long-running dispute.
