They say things happen in threes. Unfortunately for our wind-blown city, that appears to be true.

Fierce winds lashed Victoria on Sunday, and again on Tuesday, and the state is now bracing for more wild weather on Mother's Day.

Bureau of Meteorology forecaster Kevin Parkyn has warned another cold front is heading for Victoria and could intensify and unleash winds and heavy rain on Sunday.

"We will be watching this particular weather system very closely as we could see some significant rainfall totals on Sunday and Monday," Mr Parkyn said.

Forecaster Keris Arndt said conditions would be reasonably stable for the rest of the week, with top temperatures hovering around 22 degrees until Sunday.

"Sunday's the interesting day," Mr Arndt said. "It will be a wet and windy on Mother's Day.

"There may not be a rapid drop in temperature on Sunday, but there will be brisk northerly winds. It's not looking quite as windy as what we had yesterday [Tuesday], but we're keeping an eye on it, because it could develop further."

Melbourne could expect between 2 and 8 millimetres of rain on Sunday, while areas on the ranges and the north-eastern slopes could receive as much as 20 millimetres, he said.

From Monday, Melbourne will be trapped in a cooler air mass, with the mercury set to fall to 18 degrees.

Tuesday's strong north-westerly winds uprooted trees, sending them crashing down on houses, cars and powerlines, and whipped up monster swells along the coast.

Across the day, up to 15,000 homes and businesses lost power in Melbourne and South Gippsland.

There were still 700 Ausnet customers without power at 7am on Wednesday, with the majority of those in Eltham, where emergency crews were still clearing fallen trees.

The State Emergency Service received a total of 908 calls for help from midnight to midnight, with the worst affected areas including Frankston, Narre Warren, Ferntree Gully, Ringwood and Boronia in Melbourne's south-east.

A man was hospitalised after his caravan was crushed by a falling tree in Dandenong South, while a Boronia woman was lucky to escape injury after a neighbour's tree fell on her home.

Eight kayakers were pulled from the water off Anglesea after apparently ignoring all the warnings and going for a paddle. Two people were injured in falls in Gippsland and one person was injured by a falling roof in Loddon. A trampoline ended up on a roof in Tooradin, and a 43-foot yacht washed ashore on Mornington Beach after breaking free of its moorings.

Wind speeds reached 122km/h at Wilsons Promontory just before 4pm, while the strongest gusts in the Melbourne metropolitan area were 85km/h winds at Moorabbin.

On the water, massive waves of nearly seven metres were recorded off the south-west coast, and rough conditions hit Port Phillip Bay.

Surfing conditions are expected to be ideal for big wave chasers on Wednesday. Six to eight-foot swells are expected at Bells Beach.

Emergency Management Commissioner Craig Lapsley said: "I think the key message is that we're moving into the storm season."

He urged people to have a plan, think about the weather conditions, know where to get information about the weather and be prepared.
