The pedestrian footpath on Swan Street bridge near Rod Laver Arena would be removed to create another car lane, and a new walking and cycling bridge built nearby, under a recommendation to the Andrews government kept confidential until now.

And the full extent of one of the new "continuous flow" intersections to be built along Hoddle Street, flagged in the state budget, has also been revealed in documents tabled in the Victorian Parliament on Tuesday evening.
The state Opposition forced Labor to table the documents in Parliament after a standoff over the threatened eviction of its Upper House leader Gavin Jennings.
The documents include a series of reports into Hoddle Street, Punt Road and connecting arterial roads.
Among them was a report on the Swan Street bridge by engineers Parsons Brinckerhoff, commissioned by VicRoads.
A fix for the traffic bottleneck over the Yarra River's Swan Street bridge has long been called for, and was funded as part of a $79.5 million "congestion package" in the Andrews government's 2015-16 budget.
But the mooted solution had been kept under wraps until now.
The report recommends removing the footpath on one side of the bridge and building a new, four-metre wide footbridge adjacent to it.
It found that the footpath was in heaviest use during MCG football matches and other events, peaking with 777 pedestrians per hour.
"This is the main crossing supporting east-west movement between the MCG and the city," the report found.
The report found that almost 200 pedestrians crossed the intersection illegally at one peak period.
An internal VicRoads memo recommends considering two styles of bridge for the walking and cycling connection: an arched suspension bridge or a truss bridge.
The RACV's general manager of public policy, Brian Negus, said the Swan Street bridge was "massively congested" and needed to be fixed.
He said two lanes of car traffic needed to be reinstated for traffic heading east off the bridge. And he commended the idea of building a new pedestrian and cycling bridge to make more space for cars.
It would provide more road space and was "a much safer option for cyclists and pedestrians", he said.
Also included in the documents was an Arup Engineering report that explored options for the intersection of parts of Hoddle Street and Punt Road. Among them was a drawing of new "continuous flow" intersections funded in last week's Victorian budget.
The new intersection, part of a planned $56 million upgrade along Hoddle Street, would be reconfigured and widened as part of the project.
Damien Afxentis, a VicRoads director, said the government had committed $30 million in last year's state budget to an upgrade of the bridge.
"VicRoads is currently working on several different planning options with a focus that the upgraded Swan Street bridge balances the needs of drivers, public transport, cyclists and pedestrians," he said.
