The office of the FOI commissioner will be merged with the Commissioner for Privacy and Data Protection's office.
Three new senior roles will be created in the new office but both current commissioners will have to apply for the jobs if they want to stay on.
In a statement the government said the new Office of the Victorian Information Commissioner will match similar bodies in New South Wales and Queensland.
New legislation will be introduced to the Victorian parliament, which will include reducing the time to respond to an FOI request.
The government is also preparing to release details of a "comprehensive review" of Victoria's FOI legislation.
The latest changes come after a government review into the office of former FOI commissioner Lynne Bertolini discovered almost $1 million had been spent on contractors linked to her old workplace.
Current acting FOI commissioner Michael Ison and Data and Privacy Protection commissioner David Watts will continue in their roles until the new office is established.
The newly created role of information commissioner will oversee the new office alongside a public access deputy commissioner and privacy and data protection deputy commissioner.
