Police were called to a property on Maples Street in Mornington at 2.50pm on Wednesday.
Officers closed the right-hand outbound lane of the Monash Freeway in the operation, causing heavy delays ahead of the evening commuter peak.
A Victoria Police spokesman said a man at the property was armed with a knife and threatening self-harm.
The 18-year-old man surrendered about 5pm and is in police custody.

Police had reportedly cut off power to the caravan where the man was holed up inside, according to 3AW radio.
The lane is now open but the traffic is heavy.
