The anti-Islam True Blue Crew plans to meet at 11.30am at Parliament House for "The Australian National Flag Solidarity Walk".

The United Patriots Front is supporting the rally, which will be met by a counter-protest by anti-racism groups.

Last month in Coburg, the opposing groups clashed at a multicultural anti-racism rally which erupted in violence.

However, speaking on radio on Sunday morning, Melbourne lord mayor Robert Doyle said violent protesters were not welcome.

"If you're looking for trouble, stay out of the city," Cr Doyle said. "We're not interested in having you in here."

The warnings come as the state government is drafting new laws to jail violent protesters for up to 14 years, with the highest penalties for those who hide behind face masks, according to News Corp.

New powers to tackle public disorder, affray and violent disorder offences will reportedly be put to Parliament by the end of the year.

True Blue Crew describes itself as pro-Australian and "against the Islamisation of our country, open border policies, refugees, asylum seekers and the left wing".

It posted on Facebook that the rally was to "display our pride in our flag and country".

So far, 229 people have indicated they would attend and another 325 expressed interest.

Left-wing group Campaign Against Racism and Facism is holding a counter protest at the same place at 11am.

Its Facebook page states, "The Campaign Against Racism and Fascism is ready to rally whenever fascists and other racist groups try to impose their vile racism on the streets of Melbourne."

More than 400 people have indicated they are going and 407 were interested.

The No Room for Racism group plans to join the protest. Its Facebook page states there will be a "peaceful blockade to stop the neo-nazi march through Melbourne".

Since November, there have been eight violent clashes between the warring sides.

Leading Senior Constable Adam West would not reveal details of police plans for operational reasons but said violence from either side would not be tolerated on Sunday.

"We are aware of the planned protests and we'll be monitoring them," he said.
