Former Victoria Police chief commissioner Neil Comrie is conducting the review, with submissions closing on Friday, July 8.
The inquiry will seek to determine the scale of animal cruelty in Victoria, whether the RSPCA is meeting community expectations and how the RSPCA can use its resources more efficiently.
