It is believed the 32-year-old woman is from Colombia, and it's understood she looked the wrong way when she stepped onto the road in Epping just after 12.30pm on Wednesday.
She was struck near the intersection of Dalton and Childs roads, police said.
"It's believed the overseas resident stepped out on to Childs Road from the pavement when she was struck by the marked police station wagon travelling west on Childs Road," a police spokeswoman said.
The woman suffered minor injuries and was taken to the Northern Hospital hospital in a stable condition by ambulance.
