Cr Hawkins said his retirement marked the end of a 21-year career in local government.
He started as a commissioner at West Wimmera Shire during the restructure of local government in 1995.
He was elected to council in 2000 and was mayor on three occasions.
Cr Hawkins said he thanked everyone who has supported him over this long period.
“It has been a privilege to represent my community,” he said.
“I encourage people who have a passion to participate in regional affairs to nominate for the upcoming election.”
Cr Hawkins said highlights of his career included helping make West Wimmera a viable shire at an affordable cost to ratepayers.
“Other highlights include holding together the shire’s works department when it was fashionable to out source, representing constituents and the shire on numerous local, regional and state organisations,” he said.
Cr Hawkins said was also Wimmera Development Association president for six years.
Cr Richard Wait has also decided against seeking re-election.
Cr Wait was elected to council in 2012
