As of Monday morning, freelance photographer and videographer David Bowe was the single candidate listed on the Victorian Election Commission’s website.
Horsham council Mayor Heather Phillips and Cr Pam Clarke were added to the website at midday on Monday.
Cr Mark Radford has stated he will re-nominate but his name was yet to be listed.
Cr Robin Barber has confirmed he will stand down at the end of his term.
Mr Bowe stood for election to Horsham council in 2012 and 2008.
Nominations close on Tuesday and the electoral commission intends to hold a draw for places on the postal ballot that day.
Horsham council has seven vacancies and if seven people nominate then there will be no election as all candidates will become councillors.
If less than seven candidates nominate then the electoral commission will schedule a by-election.
A major update for nominated candidates on the electoral commission’s website was expected at about 6pm on Monday.
Horsham council chief executive Peter Brown has warned that a strong council requires a strong and wide field of candidates for voters to chose from.
