The figures, obtained by the opposition under Freedom of Information and released by the state opposition, show fewer than 15,000 people touched on over one weekend earlier this year.

Myki touch-on details for Night Network travel on April 16 and 17 reveal about 10,000 people touched on in the train network; 3000 on trams and fewer than 500 on 21 all-night bus routes.

That's less than half the average weekend patronage of 35,000 recently published in Public Transport Victoria's 2015-2016 annual report.

Based on those figures, Fairfax Media reported that it costs Victorian taxpayers more than $45 for every passenger to travel on the government's $83.6 million, 12-month trial of all-night weekend public transport.

The new figures only cover passengers who touched on over one weekend, compared to the government's survey of all passengers since the Night Network's introduction on January 1.

Still, the Opposition's public transport spokesman, David Hodgett, said the sample figures from April revealed "what a costly, over-budget flop Labor's Night Network is".

He said the true level of public support was perhaps even weaker than the 15,000 sampled, because that figure included people on late-night train and tram services that existed before the January 1 introduction of Night Network.

"Labor is exaggerating Night Network figures by including trains that used to operate as normal trips, such as trains departing from Flinders Street at just after 1am on Saturday and Sunday mornings on 13 lines such as Frankston and Pakenham," Mr Hodgett said.

The Night Network is defined as 1am to 5am on a Saturday morning and 1am to 7am on a Sunday morning.

The government said the opposition was being deliberately misleading and that myki touch-ons alone were not a true measure of patronage.

Touch-on data would not include travellers who did not touch on during Night Network hours for a range of reasons, such as being inside the free tram zone or having touched on earlier in the night.

The patronage figure of 35,000 was achieved through a combination of touch-on data and passenger surveys conducted by Public Transport Victoria.

Premier Daniel Andrews said the opposition was being "mischievous" and selective in its use of figures.

"Part of averages is sometimes it's more and sometimes it's less, and focusing in on one particular weekend, I think they've been caught out being a little bit mischievous," Mr Andrews said.

"And you'd expect nothing better because they don't really understand public transport, they're not passionate about public transport."
