Ms Baxter said she was excited to win.
"I entered last year and I didn't win, but it was my first time entering fashions on the field at Horsham Cup," she said.
"Then I came second in the Mail-Times best dressed competition, so I decided to enter again this year."
Ms Baxter said her dress and headpiece were from Myer.
"I bought it in April and put it together with bags I already had," she said.
"I put a lot of effort into finding a nice outfit and it paid off."
