The Victorian Electoral Commission calculated preferences at a ceremony in Horsham on Sunday morning.
The results will be officially announced on Wednesday afternoon.
A total of 14 candidates ran for the seven seats available.
The previous Mayor, Heather Phillips, appears to have failed in her bid to win another term in council.
Mr Grimble, Radford and Ms Clarke were successful in their re-election bids.
Mr Grimble said he was very happy and grateful to have been re-elected.
“It’s hard work being on council and being re-elected and I have worked hard.
“I look forward to the next four years.”
Mr Koenig said he was excited by the win and expected it to sink in over the next few days.
Mr Robinson said he was looking forward to working with the team.
“And by team, I mean the community,” he said.
“I like to thank everybody for the support, including my wife and family.”
Ms Sedgman said she was really grateful for being elected.
“I hope I can work with everyone and be their representative,” she said.
Ms Clarke said it was a privilege to serve on council.
“It’s great to be on council anytime,” she said.
“I’ve worked with the community and obviously there’s the support out there in the community for me.
“Being on council is a privilege, not a right.”
Electoral Commission Returning Officer Graeme Sergeant said there had been 12,456 formal votes counted and 653 informal votes.
Mr Sergeant thanked all candidates for a campaign that had not seen any major issues arise.
Horsham Rural City Council chief executive thanked Mr Sergeant for doing a fantastic job.
“It’s been a fair and open process,” Mr Brown said.
“I’d like to thank the candidates for putting themselves forward for public scrutiny by standing for council.
“It’s important that we have a strong field of candidates and you have been a strong field.”
