Bell replaces the departing Luke Fisher who will lead the Horsham Saints next season.
Bell previously played for the club in 2012 and 2013.
He coached the side along with Brendan Jennings in 2013 before spending the last three seasons with Manningham Cobras in the Victoria Amateur Football Association.
Club president Shane Powell said it was good to have Bell back.
“He’s a great bloke and he will be great for the club,” he said.
Bell will also bring fellow Cobras player’s Adam Pianto, Laynton Allan and Tim Twynham to the club.
Powell said Chris Proctor would take up an assistant coaching role.
“We’ve also brought on a coaching director,” he said.
“There’s a few new things that we are trying, including having more of a panel of coaches rather than one man leading the side.”
