Ms Flynn won a gift pack from Horsham Priceline Pharmacy, two movies tickets for Horsham Centre Cinemas and a bottle of wine.
She said her dress was by her favourite designer Sprinkle and she bought the dress from Sprinkle Emporium in Melbourne.
“My headpiece I actually found in the back of my wardrobe a few days before the races,” she said.
“My shoes and my bag were out of the wardrobe too, but I consulted with Sprinkle to make sure it all went together.”
Ms Flynn said she had a great day at Horsham Cup, but failed to back a winner.
She said was excited to win the best dressed competition.
“Thank you to everyone who voted for me,” she said.
The runner-up was Rosie Taylor and the random voter prize went to Dimity Short.
