Grappling with community fear over rising youth crime, Premier Daniel Andrews on Monday announced a suite of reforms including a new Youth Control Order that will give courts the power to issue intensive supervised sentences for child offenders.

The new orders will be issued either post-sentence or in place of a custodial term and, at the magistrates discretion, restrict with whom an offender can associate.

Magistrates will also be able to create curfews and require an offender to comply with an education, training or work plan. Breaches could result in incarceration.

"There would be specific conditions placed on them to make sure they are not a risk to community and hopefully that is seen as an opportunity to rebuild their lives," Mr Andrews said.

"Every Victorian has the right to feel safe, and sadly there are some in our community that do not feel safe, there are parts of [our] justice system that simply are not working and we need to make changes."

Electronic monitoring could be used to monitor some offenders, but the program is still being developed.

But many of the laws already exist in statutes, the Opposition says, including laws punishing adults for working with younger criminals, with Coalition Leader Matthew Guy blaming the crime crisis on Mr Andrews.

Shadow Attorney-general John Pesutto also said curfews could already be imposed under existing bail laws.

Those granted bail will also come under more scrutiny with Victoria set to copy the United Kingdom with a new intensive monitoring and control supervision scheme.

Like the new control orders, those on bail will have to comply with education and work plans as well as meet with Victoria police or Department of Health and Human Services officials.

A new "Fagin's Law" offence will also be introduced to state parliament to punish adults who lure young people to commit crimes – those found guilty face up to 10 years in prison, regardless of the crime the young offender committed.

One of the cases currently before the courts is that of 19-year-old Mahmoud Taha.

At one of his bail applications, police depicted him as a Fagin-like character, accused of regularly paying others to commit crimes on his behalf.

He is accused of either being the main offender or organising other teens to commit armed robberies and carjackings across Melbourne where cars, jewellery and cash were stolen.

The Children's Court will also be given tough sentencing powers with the maximum jail time increasing from three to four years and an emphasis to ensure community safety was a paramount consideration.

Efforts will also be made to ensure that the same magistrate oversees all proceedings relating to a young offender to improve consistency and effective monitoring.

Attorney-General Martin Pakula also said new laws would be introduced to parliament next year to clarify what child cases can be sent to the Supreme or County Courts.

While still under development, the laws will look at the age of the offender, severity of the offence and take into account an offender's record. The court already has the power to "kick the case up" to an adult court but it is rarely enforced.

"Young people who commit serious offences have a degree of certainty that they will be dealt in the Children Court, we need to take that certainty away, we need these young people to know that there are going to be circumstances where the adult court might be where your case is heard," Mr Pakula said.

As part of Monday's $32 million announcement the government will recruit 58 new DHHS staff and eight psychologists to work in youth justice.

Minister for Children Jenny Mikakos said offenders would also go through forensic assessment to work out the most suitable control orders.

The youth justice crackdown follows Sunday's announcement that 2729 new police would be recruited over the next four years as part of a $2 billion investment.

Mr Andrews also revealed that it was likely a new youth justice centre at a Greenfield site would be needed.

Mr Guy said the government was not focused on punishing repeat offenders and that judges should already be sending serious crimes to higher courts.

"Daniel Andrews speaks like Dirty Harry on law and order but he acts like Mary Poppins," he said.

The Opposition is looking at capping youth jail at 18.
