Hindmarsh Shire recorded a 43.5 per cent jump in reported offences compared to the 12 months from October 2014 to September 30, 2015.
Horsham Rural City was the only Wimmera municipality where crime fell over the same period.
Horsham Inspector Rebecca Olsen and Northern Grampians Inspector Ian Lindsay said proactive policing had resulted in more crimes being reported in their respective service areas.
Crime soars in Hindmarsh
Stalking, harassment and threatening behaviour increased 216.7 per cent in Hindmarsh Shire, with 19 instances reported.
Assault and related offences were up 103.8 per cent in the shire, from 26 to 53, and sexual offences rose 50 per cent, from 12 to 18. Burglaries and break-ins rose 88.9 per cent, from 18 to 34, while thefts rose 137.1 per cent, from 35 to 83.
Drug use and possession offences decreased 26.3 per cent, from 19 to 14, weapons and explosive offences decreased 12.5 per cent and disorderly conduct offences decreased 54.5 per cent, from 11 to five.
Horsham crime decreases, offence rate remains high
Horsham Rural City saw a 2.87 decrease in crime, but remained in the top four local government areas with the highest offence rates.
The city saw a 38.1 per cent decrease in sexual offences, down from 113 to 70, and a 42.9 per cent drop in abduction-related offences, from seven to four.
Dangerous and negligent acts endangering people rose 130.8 per cent, from 13 to 30, while there was a 134 per cent increase in deception offences, from 85 to 199.
Cultivation or manufacturing drug offences rose 33.3 per cent, from six to eight, but drug use and possession decreased 29.6 per cent, from 199 to 140, and drug dealing and trafficking decreased 60 per cent, from 25 to 10 offences.
Sexual offences increase in Northern Grampians
Offences in Northern Grampians rose 14.4 percent, with justice procedure offences jumping 611 per cent from nine to 64.
Sexual offences in the shire rose 88.5 per cent, from 26 to 49.
Burglary and break and enter offences rose 88.2 per cent from 51 to 96, while arson decreased 67.1 per cent, from 85 to 28.
Negligent acts in West Wimmera
In the West Wimmera Shire, crime increased 6.5 per cent, with dangerous and negligent acts endangering people up 300 per cent from one to four, burglaries and break and enters up 200 per cent from five to 15 and deception up 450 per cent from two to 11.
Stalking, harassment and threatening behaviour offences fell 171.4 per cent in the West Wimmera, from 19 to seven, while assault and related offences decreased 34.8 per cent, from 23 to 15, and sexual offences dropped 57.6 per cent, from 33 to 14.
More drug cultivation in Yarriambiack
Yarriambiack Shire experienced a 6.68 per cent increase in reported offences, with cultivating and manufacturing drugs up 200 per cent, from two to six, arson up 350 per cent, from two to nine, justice procedures up 111.1 per cent, from 27 to 57, and disorderly and offensive conduct up 90 per cent, from 10 to 19.
Weapons and explosive offences decreased 68.6 per cent, from 51 to 16, and burglary and break and enter offences dropped 31.3 per cent.
