A VicRoads spokesman said regulation 297 of the Victorian Road Safety Rules 2009 states that a driver must have a clear view of the road behind them.
He said if drivers do not follow this rule, they could receive a $233 infringement.
The rule states that motorists must have proper control of their vehicle at all times and not having a clear view could prevent drivers from this control.
