The bridge’s construction has already been delayed twice due to wet weather and quality concerns over its steel frame.
The latest delay was caused by labour supply issues with the Wangaratta-based contractor.
Horsham Rural City Council chief executive Peter Brown said he was confident in meeting the new deadline.
“I’ve been disappointed by the delays,” he said.
Horsham council technical services director John Martin said the steel components would be sent off for galvanising and painting in coming weeks.
Horsham council has decided to paint the bridge’s cable support towers black to reduce visual impact and glare for nearby residents.
Construction on the bridge first started in November 2015, which was itself delayed from April due to a re-design.
The bridge’s suspension design was chosen to avoid interference with river users.
Mr Martin said he expected to see the cable towers installed in coming weeks.
