Horsham council workers have set up a temporary dam made of sand to contain the water while draining the affected area with a portable pump.
The burst pipe is on Urquhart Street in front of the GWM Water building.
The works were scheduled from January 10 to 13 with vehicle closures during most of the day in the weeks afterwards.
Horsham council chief executive Peter Brown said the ground was soft and the pipe may have moved.
“It’s all fixed up now. It was cleared up within an hour,” he said on Tuesday afternoon.
Mr Brown said the work schedule hadn’t been affected.
“We’re planning to get most of the work done this week then reopen the road before the weekend,” he said.
“It will be completed before school goes back.”
