The warning was issued by the Bureau of Meteorology on Monday afternoon, and covers most of Victoria except for the Mallee.
A low pressure trough over South Australia will move across northern Victoria on Monday and Tuesday.
The trough has been forecast to bring heavy rain which might lead to flash flooding on Tuesday.
24 hour total rainfall of 20 to 40 millimetres are expected in the warning area with totals exceeding 60mm possible associated with thunderstorm activity.
Locations which may be affected include Horsham, Warrnambool, Bendigo, Shepparton, Seymour, Maryborough, Ballarat, Geelong, Melbourne, Wodonga, Wangaratta and Traralgon.
The State Emergency Service has advised that people should:
- Don't walk, ride or drive through flood water;
- Keep clear of creeks and storm drains;
- Be aware that in fire affected areas, rainfall run-off into waterways may contain debris such as ash, soil, trees and rocks;
- Be alert that in areas recently affected by fires, heavy rainfall increases the potential for landslides and debris across roads;
The next Severe Weather Warning update will be issued by 11:00 pm Monday.
The latest warnings and forecasts are available on the Bureau’s website.
