The prefabricated towers were moved into place by cranes at the Major Mitchell Drive side of the Wimmera River.
Horsham Rural City Council now expects rapid progress at the $1.2 million pedestrian bridge project at Apex Island, which started 16 months ago.
The project has suffered numerous delays since its sod-turning ceremony in 2015.
