The teams fought out the sudden death final, with the winner progressing to the grand final and loser eliminated.
The contest was decided in the final rubber, with Rusty prevailing 3-6-179 to 1-4-161.
Daniel Gurney got Rusty off to the perfect start, easily accounting for Sue Monaghan 1-2-42 to 0-0-17.
Nick Seeary leveled the rubbers for Billabong, beating Claire Monaghan 1-2-42 to 0-0-22.
Denis Monaghan came from one game down to claim Rusty’s second rubber, defeating Andrew Nashed 1-2-60 to 0-1-52.
In the deciding rubber Rachel Coverdale narrowly defeated Martin Middleton 1-2-55 to 0-1-50 to see Rusty through to the grand final.
Rusty will face Ripcurl in the grand final on Monday, June 26.
