Ms Kealy is the opposition’s spokeswoman for mental health, senior Victorians and consumer affairs.
She explained that Lowan is the largest electorate in Victoria.
This puts demands on response to issues such as hospital needs, schools and emergency services such as the CFA.
Ms Kealy also said that Lowan's declining population meant the size of the electorate could increase with a redistribution of seats.
Ms Kealy, sixth generation of an Edenhope farming family, said she appreciated the benefits of growing up in a small town where there was a strong sense of community.
She completed a degree in biomedical science at the University of South Australia before working in many areas of Australia including Alice Springs, where she gained insight into the health challenges facing indigenous Australians.
Later, her work included oversight of the expansion and improvement of pathology services in country Victoria.
This awakened awareness of the need to improve medical services.
Ms Kealy was chief executive of the Edenhope and District Memorial Hospital when she decided to stand for State Parliament following the retirement of Hugh Delahunty.
In 2014, she became the first female member for Lowan.
Ms Kealy said that increased funding for improved roads, the restructuring of the CFA and water supply for recreational use were ongoing major issues in the electorate.
During question time, Ms Kealy said that lobbying for funding as a member of the opposition posed some difficulties.
But she said it was important to develop positive relationships with government MPs.
Ms Kealy said rising crime rates were a concern and not just a city issue. Alienation of many young people, lack of access to services and overcrowding in remand centres were contributing factors.
During a business meeting, Bill Green was presented with a life membership for service to the club.
