Shannon Leigh Eltze, 39, appeared in Horsham Magistrate’s Court on Wednesday, where he pleaded guilty.
The court heard that on January 19 at 10.50am, police intercepted Eltze when he was driving along the Henty Highway in Horsham.
Eltze was drug-tested, which was positive to illicit drugs, however he refused to accompany police back to the station for a secondary test.
Magistrate Mark Stratmann convicted Eltze on the charge and fined him $1500.
His driver’s licence was cancelled and disqualified for four years.
