The side trailed at every break but founds itself in front at the right time to win 41-40.
Laharum coach Erin Mellington said the result was crazy at the end of a great game.
“The girls just dug deep and fought so hard,” she said.
“They wanted it from the start but we just had a couple of off quarters. Once we won the third quarter we fired up a bit more and I think that is what got us over the line.”
The Southern Roos side led by two goals at quarter time and extended its lead to five goals at half time.
A big third quarter by best on court winner Jordie McAuliffe helped her team work its way back into the contest but Laharum still face a one goal deficit with a quarter to play.
By halfway through the final quarter scores were level before but Harrow-Balmoral still had a slight advantage as the teams went goal for goal.
By creating late turnovers Laharum edged in front with less than two minutes to play and held on to secure its first 17 and under premiership since 2011.
“We knew it was going to be a tough game,” Mellington said. “I’m glad that both Harrow-Balmoral and Laharum delivered on that for the crowd.
“It’s a great reward for a lot of hard work throughout the season.”
