Police searched a property in Sands Avenue on Friday and found drugs, ammunition and alcohol.
Investigators believe the alcohol could be related to a burglary at Jeparit Supermarket last month.
Investigators expect to charge the males, aged 17 and 18, with theft, handling stolen goods, possessing drugs of dependence, and cultivating narcotic plants.
They expect to bail the pair to appear at the Horsham Magistrate’s Court and Children's Court at a later date.
