The Baggies suggested increasing the amount of players allowed on the field per team in a reserves game from 16 to the standard 18 players.
The motion was shut down, with no other clubs voting with the Baggies.
Swifts president Steve Hoffman said the club had a number of reasons why they thought the move would have been a positive change.
“The main reason we had for changing it was to make it easier for juniors stepping out of under 17s and getting a chance to play in reserves,” he said.
“With more players out there it puts them into positions where they have less chances to be hurt by older blokes. It also gives more opportunities to juniors.”
Hoffman said while no support was shown this year, clubs showed interest in the motion if it was more specific.
“A lot of clubs didn’t like the idea because they may struggle for numbers, so it was a learning curve for us to make amendments to the motion for next year,” he said.
