Police were called to the shopping centre on Derrimut Road about 3pm on Wednesday and were confronted by several youths who allegedly threatened and spat at officers.
Two 18-year-old men, both from Tarneit, and a 17-year-old Point Cook boy were arrested at the scene.
"Two 18-year-old men are expected to be charged on summons with behaving in riotous manner and assault related offences," Leading Senior Constable Natalie Dean said.
The 17-year-old has already been charged with resisting arrest, assaulting police, riotous behaviour and other assault related offences, she said.
He was bailed to appear at a children's court at a later date.
