Horsham Sergeant Ben Sleep said a train was forced to stop near the Dimboola Road crossing on Saturday morning due to the material on the track.
He said two containers at the back of the train were later broken into while the train was stopped, and an unknown quantity of items taken.
Police are investigating whether the two incidents are linked.
