Horsham Rural City Council human services manager Mandi Stewart said the maternal child health services were the first service made available.
Ms Stewart said other services would be gradually introduced to the community over time.
She said supported play groups will start with a teddy bear picnic on Monday. The new parents play group will start in the building this month followed by the immunisation clinic opening in March.
Ms Stewart said the kindergartens will move into the Kalkee Road Children’s and Community Hub for the start of term two, as well as, the toy library. She said the playground, which was designed to reflect natural environments, was fantastic and allows children to make their own fun.
After a decade of planning, Ms Stewart said she was pleased to see the building and services come together and be completed within the time frame.
