VicRoads will this week fix a series of posts in a three-kilometre section of the Henty Highway between McKenzie Creek and Mockinya, south of Horsham.
The posts – between Tyers Road and McGenniskens Road – were knocked over late last week.
Cr Clarke said it was incredibly frustrating, particularly given the section of road was relatively new.
“We have people who cause a lot of grief destroying our roads and infrastructure,” she said.
“It's really frustrating, because the community pays for it in the end.
“It's just stupidity at its best.
“I get really angry at people who blatantly vandalise assets in our community.”
Cr Clarke said while incidents such as these did not make it more difficult for council to advocate for funding, there were other ramifications.
“It means we’re expending our money on things we shouldn’t have to,” she said.
“We have nearly 3500 kilometres of roads we have to look after. When we spend money fixing what hoons have destroyed, it takes away it from things that need funding.”
VicRoads regional director for the western region Mal Kersting said it was a disappointing act.
“Somebody has vandalised 14 guide posts on a recently constructed section of the Henty Highway by deliberately driving over them,” he said.
Mr Kersting said VicRoads planned to fix or replace the damaged posts in the next few days.
A routine VicRoads inspection on Tuesday showed the posts were operational.
