Farmers say a crash on Monday afternoon, injuring three women, was the second crash within two months at the intersection of the Horsham- Lubeck and Murtoa-Glenorchy roads at Lubeck, south of Murtoa.
Ian Taylor of Lubeck said it was lucky no-one was killed in Monday's crash.
"It could have been three fatalities - it was a fair mess," he said.
"It's pretty distressing for local people."
Mr Taylor said the intersection needed a stop sign and one of the roads needed a dog-leg to slow down motorists.
"There is only a give-way sign and the road is on a bit of an angle," he said.
"If you are coming from Horsham and look back towards Murtoa there is a blind spot because of the trees. It's a terrible intersection from any way you approach it."
Mr Taylor said residents would write to VicRoads after Yarriambiack Shire Council workers told them the Murtoa- Glenorchy Road was not their responsibility.
Lubeck farmer Matt Gready said he had seen several crashes and a lot of near-misses at the intersection.
"People have been complaining about the intersection well before my time," he said.
Mr Gready said it was very difficult to see the intersection when approaching.
"Locals understand the risks but I suppose they get a bit blase about it sometimes," he said. "We don't want any more accidents there, especially not a fatality."
An Ambulance Victoria spokeswoman said three people were taken to Wimmera Base Hospital suffering minor cuts and abrasions in a two-car head-on crash at 2pm on Monday.
The sedan and station wagon were extensively damaged in the crash, which also caused a fire at the front end of the station wagon.
Senior Constable Shayne Riggall of Beulah police said two Rupanyup women, aged 38 and 40, were in the station wagon while a Murtoa woman, 70, was in the sedan.
He said the Murtoa woman, driving south, veered onto the wrong side of the road when turning right at the intersection.
Sen Const Riggall said police would issue the Murtoa woman with a penalty notice for having failed to give way.
