Country Fire Authority spokeswoman Holly Little said a mechanical fault sparked a fire in the rear trailer of a B-double truck travelling on the highway about 3.30am on Thursday.
"The truck was transporting large bags of plastic pellets, which are used in general purpose manufacturing," she said.
"Four of those bags were on fire."
She said Stawell Fire Brigade quickly extinguished the fire.
"The fire was contained to the rear trailer, so the prime mover and front trailer were undamaged," she said.
Miss Little said about four tonnes of the plastic pellets from the rear trailer were spilled or damaged.
"The clean-up is continuing," she said.
"The Western Highway is still open, but there might be delays in the area."
