The Verj project was one of five in Victoria that received $350,000 from the State Government.
The project involved developing the space between the median strip and the skate park.
The launch included community activities, a barbecue and an exhibition of Natimuk Primary School students' work.
Former Premier and Arts Minister Ted Baillieu and Member for Lowan Hugh Delahunty spoke at the launch.
A kinetic sculpture by Sam Deal, named 'The Thing' was also unveiled.
Project manager Carolynne Hamdorf said the sculpture fit with the sustainable focus of the project's design.
"It's a kinetic sculpture, which is one of the key creative components of The Verj," she said.
She said it was exciting to see the project officially opened.
